This can't be left up to the D.A. to make the decision for the entire Encinitas community, that Tomas J. Collazo, the security guard who extinguished the life of Clay Pardee, shouldn't be put before a jury. Clay Pardee is dead and doesn't have the chance to tell his side of the story or to defend himself.
